Thomas Armstrong

Tom Armstrong joined PFM Asset Management in 2020. He has more than 30 years of experience managing and auditing the finances of public schools, municipalities and non-profit organizations. His responsibilities include helping clients create and evaluate investment policy statements, understand risk profile and investment objectives, determine appropriate asset allocation, manager evaluation, performance measurement and providing portfolio guidance to help clients reach financial goals.

Prior to joining the firm, Tom spent 23 years as a business manager in school districts in Michigan. Those districts were both large and small and both local and intermediate. He served on the Board of the Michigan School Business Officials (MSBO), most recently as President during 2019-20. He has also served on, and led, many school related committees. Before that, he worked for a Certified Public Accountant firm performing audits of schools, cities, counties, townships and other local units of government. He uses his knowledge of school and municipal finance to help his clients meet their investment and earnings goals.
