Brian Quinn

Brian is a managing director in PFM Asset Management’s Midwest region. With more than 30 years of investment, accounting and financial management experience, he provides investment advisory and treasury management services in Michigan and Ohio to public-sector clientele, including cities, counties, higher education, insurance pools, public power and intermediate and local school districts.

Brian provides banking and investment service needs, including procurement and implementation of treasury management services, design and adoption of investment policies, benchmarking investment performance, development and implementation of investment strategies and discretionary management of public funds. He has extensive experience developing and monitoring the investment of bond proceeds. Brian advises clients through development of cash flows, review of investment policies and banking relationship structuring and evaluation.

Prior to joining the firm, Brian was an auditor at Ernst & Young and worked as the Controller of a regional bank and managed the bank’s investment portfolio. He has focused on the public sector since 2000, when he worked as a relationship manager/vice president for Fifth Third Bank.

Brian is a regular speaker for the Michigan School Business Officials and is on the Education Committee of the Michigan Government Finance Officers Association and a member of the Michigan Association of County Treasurers and is the firm's national representative to the Association of Government Risk Pools.
